There was no additional information with this, but to me, it looks like a "Good Type". (as in stereotype). It's nearly identical to the Meijii period, (Victorian, roughly), portraits taken of Japanese folks in stereotypical, or "traditional" garb or situations. These were taken by westerners and europeans to sell as postcards and as "art". It's a long story I will try to post some Japanese "Types" with more information.
